The California Department of Public Health (CDPH) is currently hiring for a Research Scientist Supervisor I (Epidemiology/Biostatistics) within our Center for Infectious Diseases’ (CID) Office of AIDS (OA). In this role, you will serve as the Section Chief of the AIDS Drug Assistance Program (ADAP) Evaluation and Monitoring Section.
The CID protects the people in California from the threat of preventable infectious diseases and assists those living with an infectious disease in securing prompt and appropriate access to healthcare, medications, and associated support services. The OA works collaboratively with state and federal agencies, local health jurisdictions, universities, and community-based organizations to ensure that efforts to combat the HIV/AIDS epidemic are targeted and effective.

Responsibilities:
- Direct and oversee the data collection, analysis, monitoring, evaluation, and research needs of OA’s ADAP Branch by planning, designing, organizing, conducting, and interpreting a major ADAP and Health Insurance Premium Payment (HIPP) services evaluation and research program
- Evaluate current scientific literature, reports, and guidelines related to HIV care and treatment to assess program and evaluation needs and direction; consult with other HIV care and treatment experts to identify issues and methods of assessing ADAP and HIPP needs and services; use scientific and programmatic expertise to improve the effectiveness of existing ADAP and HIPP strategies; and conceive, propose, and plan new, innovative strategies
- Identify and organize the resources, tools, and data needed to implement the evaluation and research program; define the activities of each member of the research team and supervise their efforts; and establish and monitos program priorities, goals, and objectives
- In collaboration with partners, establish and monitor program priorities, goals, objectives, and monitoring criteria to ensure continuous coordination of efforts by enrollment benefits management, pharmacy benefits management (PBM), and insurance and medical benefits management (IBM/MBM) implementation; assure compliance with state and federal policies, and data reporting and security and confidentiality requirements; and design and oversee data improvement and quality assurance activities
- Participate as a member of OA’s care and treatment quality management committee and assist with the development and oversight of activities to ensure that Health Resources Services Administration (HRSA) funded services meet the federal Health and Human Services Guidelines for the treatment of HIV/AIDS by designing reports, communicating statistics and findings to the ADAP management teams to improve the efficiency and effectiveness of ADAP and HIPP programs, targeting resources, and documenting program outcomes
- Oversee research staff in the writing of state publications and reports on research projects and data analyses; present evaluation and research results and interpret data at meetings and conferences; and represent OA and the ADAP and Care Evaluation and Informatics Branch, and ADAP Branches in intra-departmental and external forums concerned with HIV/AIDS care- and treatment-related program evaluation and research issues
- Guide the implementation, enhancement, and maintenance of a complex and sensitive care database, the web based ADAP Enrollment System (AES), and oversee the ADAP project management activities and allocates and monitors the $7 million AES budget; ensure that both CDPH and HRSA data security and confidentiality requirements are met; report data security incidents and oversee data security corrective actions as needed; and work cooperatively with external agencies and the CDPH Information Technology Services Division staff to develop, implement, test and maintain the AES; and stay informed about national technological efforts such as Health Information Exchange and Health Information Technology
- Supervise research, analytical, and technical staff in the collection, analysis, monitoring, evaluating, reporting and dissemination of ADAP and HIPP program data which includes, but is not limited to, providing direction and staff development in research design, statistical procedures and analyses, and reviewing public reports and research articles for peer-reviewed journals
- Ensure that staff are adequately prepared by providing training opportunities, such as statistical analysis software, and handle the routine personnel activities of the Section (e.g., conducting staff recruitment and selection, preparing performance evaluations, and working with the Human Resources Division for Progressive Disciplinary needs)
Two years of progressively responsible research experience in the stated specialty or a closely related field. This experience must have included either: (1) Experience with major responsibility for the design and execution of a complex, highly specialized research project; or (2) Experience in the coordination and direction of a complex and difficult research effort, AND Education: Possession of a doctoral degree in the stated specialty or a closely related field.
