The UCSF Center for Translational and Policy Research on Personalized Medicine (TRANSPERS) – a global leader on the translation of personalized/precision medicine and other new technologies into clinical care and health policy – is seeking 1-2 post-doctoral fellows. Launched in 2008, TRANSPERS brings together a broad spectrum of experts from across the world — from academia, government, and groups representing patients, providers, and payers — to examine critical issues that impact the translation of precision medicine into practice and policy. Using an evidence-based approach, we launch projects and establish working groups to explore key areas with an emphasis on coverage and reimbursement policies, costs and cost-effectiveness analysis, stakeholder decision-making, and evidence development. Our methods include both quantitative approaches (systematic evidence review, economic evaluation, registry database development, surveys) and descriptive approaches (interviews, meetings).
TRANSPERS has a stellar record of funding, publications, and policy impact, with continuous funding from the National Institutes of Health for a decade; over 100 publications including JAMA, Health Affairs, Genetics in Medicine, Value in Health, and many others; and engagement with senior officials in industry, payer groups, and government. The position is located in the UCSF School of Pharmacy – consistently ranked the best pharmacy school in the country. UCSF is ranked one of the top biomedical schools in the world and offers fellows a wide range of collaborative opportunities through the UCSF Philip R. Lee Institute for Health Policy Studies, the UCSF Helen Diller Family Comprehensive Cancer Center, the Institute for Human Genetics, and many other groups.
Scope
This post-doctoral position offers a unique opportunity for fellows to both develop their own research program and work with leading faculty and collaborators at UCSF and elsewhere. Fellows will participate in team-based projects as well as career-development activities such as training and hands-on experience with grantsmanship and publication. Fellows will also have the opportunity to engage with senior level industry and policy officials and there is the possibility of conducting consulting projects with these groups.
A particular focus of this post-doctoral fellowship is the translation of new technologies such as precision medicine into clinical care and health policy. We were recently awarded a three year R01 grant from the National Cancer Institutes on how economic factors influence decision-making about multigene tests. We are examining the role of price and reimbursement/coverage policies as well as examining access to care for the underserved and the implications of personalized medicine for diverse populations.
Fellows will collaborate with members of the health policy, economics, and personalized medicine research communities at UCSF. Fellows will develop skills in health economics, policy, personalized/precision medicine, and qualitative/quantitative research, and they will have the opportunity to attend seminars and conferences. Activities are tailored to the fellows’ interests and may include: reimbursement and coverage policies, systematic evidence review, economic evaluation, registry database development, and survey research. Ultimately, the program seeks to enhance the fellow’s knowledge of scientific literature evaluation, research design, health economics, and policy research while providing training and experience in these fields. The fellow will have opportunities to publish and present data at professional meetings.
The fellow must be a graduate of an accredited doctoral program with a PhD or equivalent degree in health services research, health economics, health policy or a related field by the start of the fellowship. Preferred qualifications:
- Expertise in precision medicine or genetic testing; economic factors including reimbursement and coverage policies; systematic evidence review, economic evaluation, registry database development, and/or survey research
- Strong communication skills
- Demonstrated ability to work both independently and in teams
- A desire to become a leader in academia or other organizations
Salary and Benefits
The annual stipend is competitive with NIH fellowships and complies with NIH minimum required compensation. Benefits include medical and dental insurance. In addition, vacation, sick and professional leave are provided and there are possibilities for travel and conference funds. This position is federally funded: U.S. Citizenship, residency, or appropriate visa required.
