The California Department of Public Health (CDPH) is currently hiring for a Public Health Medical Officer III (Epidemiology) within our Center for Infectious Diseases (CID). In this role, you will serve as a Medical Countermeasures (MCM) Strategy Lead and apply medical and scientific subject matter expertise, as well as knowledge and experience with building collaborations with critical California stakeholder groups to drive strategic planning and preparedness for MCM activities with a prioritization on health equity.

CID protects the people in California from the threat of preventable infectious diseases and assists those living with an infectious disease in securing prompt and appropriate access to healthcare, medications, and associated support services.

Responsibilities:

  • Contribute to the planning, preparedness, strategy, design, evaluation, quality improvement, and implementation of MCM programs and efforts
  • Work with vendors and CDPH teams including, but not limited to, CID programs, the Center for Preparedness and Response, and the Center for Laboratory Sciences to ensure readiness to implement infectious disease prevention and control strategies leveraging MCM
  • Provide programmatic consultation on developing and managing MCM-related vendor contracts, and coordinate with stakeholders to ensure successful planning and preparedness for public/private partnerships addressing MCM
  • Develop innovative strategies for MCM to reach impacted populations for ID testing and disease transmission interruption using current medical evidence and prioritizing health equity
  • Work with stakeholders including, but not limited to, healthcare and first responders, community organizations, behavioral and social services (e.g., harm reduction, correctional facilities, agriculture and food processing, migrants and tribal nations, schools, institutions of higher education, daycares and preschools, etc.) to plan, prepare, and implement MCM solutions, prioritizing health equity
  • Build on plans for collecting and reporting timely, complete, representative, and relevant data on MCM use, stratifying by health equity markers when possible
  • Maintain medical knowledge around current medical countermeasure strategies for the relevant pathogens and respond to stakeholder questions around strategies for MCM
  • Help to develop and review MCM-related communications for accuracy and provide support for complex consultations

Desirable Qualifications:

  • ID medical/clinical subject matter expertise and proficiency
  • Experience applying medical and scientific expertise to ensure high-quality, accurate, and effective public health strategies and operations
  • Experience informing policy and operations decisions related to medical countermeasures use for ID threats or emergencies
  • Ability to apply medical, scientific, and operations expertise to inform ID emergency planning, preparedness, and response activities
  • Experience informing the development and management of contracts’ and services’ scopes of work based on programmatic needs and strategies
  • Ability to apply professional decorum and sound judgement in communications with media, legislators, and stakeholders
  • Experience organizing and directing staffing teams in a coordinated response to a public health emergency
  • Experience with building collaborations across programs to ensure alignment in strategies, smooth coordination, and clear communication exchange
Job Requirements: 

Possession of the legal requirements for the practice of medicine in California as determined by the California Board of Medical Quality Assurance or the California Board of Osteopathic Examiners, (applicants who are in the process of securing approval of their qualifications by the Board of Medical Quality Assurance or the Board of Osteopathic Examiners will be admitted to the examination, but the Board to which application is made must determine that all legal requirements have been met before candidates will be eligible for appointment) possession of a valid certificate issued by an American Medical Specialty Board or an American Osteopathic Specialty Board as a specialist in one of the fields of medicine, or eligibility for examination for one of these certificates as evidenced by a written statement from the Secretary of the Board (applicants who can establish specialty board eligibility within six months of the final filing date announced for the civil service examination for this class will be admitted to competition but their names will not be certified from the employment list unless the required verification is submitted within this time limit), AND one (1) year of experience in medical epidemiology.
