The POSITION

Under general direction, the Epidemiologist III is responsible for population health data communication; reports, presentations, trainings, and provides technical assistance related to health equity and community epidemiology; leads community health assessment, planning and evaluation in partnership with multiple stakeholders; conducts community-based and participatory action research; and applies research/epidemiology to support program, policy and/or systems change. This position will focus on COVID-19 response support.

DISTINGUISHING FEATURES

The Epidemiologist III is responsible for independently leading, coordinating, designing, and executing research/evaluation that involves multiple stakeholders, community-based projects and processes, and presentations/trainings/technical assistance related to health equity. The incumbent is expected to exercise independent judgment and specialized expertise in multi-method research/ evaluation and applied epidemiology. In addition, the incumbent has specialized knowledge and skills related to community partnership and engagement. The incumbent may provide lead direction to other epidemiology or program staff on a project or day-to-day basis.

EXAMPLES OF DUTIES:

  • Acts as lead in conducting partner and stakeholder engagement, research design and analysis, and data-to-action communication practice (e.g., program planning/evaluation, policy development /advocacy).
  • Leads and coordinates development of reports, presentations, trainings, and technical assistance related to health equity and community epidemiology for diverse audiences (e.g., internal staff/programs, policy makers, community partners, students, professional meetings).
  • Leads multi-method data collection, analysis, and reporting that involves quantitative and qualitative data from multiple sources or different stakeholders; this includes, but is not limited to, advanced statistical methods and analysis and may be conducted in the context of program evaluation and needs assessment.
  • Collaborates with and provides guidance to program staff and community stakeholders on research/evaluation design and implementation; this includes identifying appropriate research methods, developing adequate data collection tools, and creating data management systems.
  • Leads and provides technical epidemiological support in outbreak investigations or public health emergencies.
  • Leads cleaning, analysis, and synthesis of program, surveillance, and/or outbreak data for dissemination. Provides data in response to requests from division or department leadership and external agencies.
  • Actively engages in cross-departmental initiatives aimed at institutional change through a best- practices approach to local, state and federal policy implementation. These efforts include but are not limited to participation in and support for HCSA Legislative Council, Alameda County cohort of Government Alliance on Race and Equity (GARE), and ACPHD Race Equity and “Belonging” Learning Communities with data-to-action and equity lenses.
  • Works with Public Health staff/leadership to build relationships with community partners and external agencies.
  • Trains Public Health staff and community stakeholders in the use and interpretation of health data.
  • Acts in a lead capacity coordinating, monitoring, and reviewing work; coaching and developing staff; and providing specialized technical assistance and training.
  • Writes and/or contributes to grant applications/reports and develops budgets/contracts, as needed.
  • Participates in public health surveillance and provides epidemiology/ community epidemiology input for public health emergency planning and response, as needed.
  • Perform other duties as assigned within the county classification.

MINIMUM QUALIFICATIONS:

EDUCATION: Possession of a master’s degree from an accredited college or university in epidemiology, biostatistics, social/behavioral sciences or another closely related field; AND,

EXPERIENCE: The equivalent of four years of full-time, professional-level epidemiology experience, preferably in a public health, health care delivery, or academic institution setting.

SUBSTITUTION: Possession of a Ph.D. or DrPH in epidemiology, biostatistics, social/behavior sciences or another closely related field from an accredited college or university may be substituted for two years of the required experience.
