The PROGRAM

The ACCESS Program is the system wide point of contact for information, screening and referrals for behavioral health treatment for Alameda County residents. ACCESS is a telephone service staffed from 8:30AM to 5:00PM Monday through Friday by licensed mental health clinicians and administrative support for both general behavioral health questions and determining eligibility for a range of outpatient services. After hours calls are answered by Crisis Support Services of Alameda County.

The POSITION

The “ACCESS” Division Director will oversee clinical operations related to outpatient screening and the department’s referral portal in order to ensure beneficiary access and care delivery. The leader will report directly to the Deputy Director of Clinical Operations and will manage a clinical team that will be responsible for beneficiary screening, assessment, and linkage. This position will be responsible for operational oversight that ensures client access to services, links beneficiaries with medically necessary services, coordinates care towards the least restrictive setting, reduces consumer barriers to receiving community-based treatment, and provides general support and guidance to stakeholders inquiring about services from Behavioral Health.

The IDEAL CANDIDATE

• Possess excellent clinical knowledge in understanding severe mental health and complex/co-occurring disorders.
• Be a collaborator, identifying opportunities and taking action to build strategic relationships between one’s area and other areas, internal and external stakeholders including, law enforcement, health care agencies, regional centers, oversight boards or committees, and community-based organizations (CBOs) to help achieve business goals.
• A solution-oriented, forward focused leader capable of thinking systematically and strategically to identify the source of challenge or question and creates a culture of motivation and decision-making, while exemplifying the use of resources wisely, responsibly, effectively, and efficiently.
• An active and engaged manager who aligns the organization’s vision and values and manages work groups by inspiring, advising and delegating subordinates, promoting positive team interactions and working relationships, facilitating goal accomplishment and tracking and evaluating performance to ensure success and inspires support, monitors and acknowledges front line staff, develops effective teams at all levels of the organization.
• Possess demonstrated ability to lead, direct, and manage organizational change. Understands and supports the need for change; envisions and articulates the intended result of the change process; provides resources, removes barriers, and acts as an advocate for those initiating change; and is able to both identify and further develop existing practices, polices, or procedures that are consistent with departmental goals.
• Have demonstrated experience in developing, monitoring, and coordinating operation processes including the annual budget process and plan for funding sources; maintaining budget and fiscal controls of expenditures and revenues.
• An effective communicator with excellent interpersonal skills focused on building an environment where diverse, multidisciplinary teams can work together to enhance the delivery of services for Alameda County communities.
