THE IDEAL CANDIDATE

THE POSITION

Under general direction, the Deputy Director will plan, organize and administer the programs and operations of the Public Health Department; to determine and interpret departmental policies; to provide leadership and direction to departmental managers and staff to ensure management responsibility and public accountability for the PHD’s service delivery; to provide supervision and direction to subordinate personnel; and to perform related duties as required.

This is a one-position class located in the Office of the Director, Public Health Department. The incumbent reports to the Director, Public Health, and is responsible for providing direct administrative support in the areas of organizational policy and program development, public information/relations activities and resolution of policy and operations problems. The incumbent also acts in the absence of the Director, Public Health.

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications, the ideal candidate will possess considerable experience managing a customer focused service organization and ensuring the highest level of service delivery to diverse customers, as well as the following critical attributes:

  • Commitment to achieving the mission, credo, and goals of the County, health care services agency and the department, while being ethical, hones, fair, and using good judgement within a political environment.
  • Demonstrated knowledge of root causes of health inequity and the ability to think critically at a broad systems level, recognizing the interrelationships among and between factors that affect the health of populations.
  • Exceptional communication skills, both written and oral, with the ability to communicate effectively with diverse audiences and in a variety of contexts.
  • Ability to maintain and apply a broad understanding of financial management principles to ensure decisions are fiscally sound, responsible and aligned with organizational priorities while leveraging financial and other resources to maximize results and achieve positive outcomes.
  • Ability to work effectively with individuals of diverse cultures, interpersonal styles, abilities, motivations or backgrounds, making the most effective use of capabilities, insights and ideas of all individuals.
  • Ability to design, implement, and manage multiple or ongoing programs/projects and direct the related resources, personnel and activities.
  • Strong leadership skills, aligned with organization’s vision and values to manage work groups by inspiring, advising and delegating, and facilitating goal accomplishment while exemplifying the use of resources wisely, responsibly, effectively and efficiently.
  • Political astuteness, possessing the skills necessary for identifying, navigating and successfully interacting within the dynamics of the organization while maintaining sensitivity to the competing needs of a wide variety of internal and external stakeholders.

Job Requirements: 

Education: Possession of a master’s degree from an accredited college or university in Medical Care Administration, Public Health Administration, Social Welfare, Psychology, or appropriate behavioral science from an accredited school, AND Experience: The equivalent of five years of progressively responsible, post-graduate, supervisory and administrative experience in community organization, program planning and evaluation, budget, fiscal and personnel management. At least two years of this experience should have been in a community public health or medical setting.

OR Experience: Any combination of education and experience which would likely provide the knowledge and abilities listed below. License: Possession of a valid California Motor Vehicle Operator’s license.
