Alameda County Public Health’s COVID Mitigation & Prevention Division is recruiting for temporary Program Specialists.

In addressing the need for additional personnel in response to the COVID-19, the Alameda County Health Care Services Agency (HCSA) is recruiting to fill numerous temporary positions.

 

We are looking for passionate, innovative, health equity-minded program managers with strong analytic skills to support community partnerships and contracts. Program areas include health promotion, education, prevention, case investigation, contact tracing, and vaccination.

 

$34.73-$51.25 Hourly

 

*Assignments are expected to last approximately 12 months to 18 months depending on the need of the department.

ACPHD’s COVID Mitigation & Prevention Division is recruiting to fill several Program Specialist positions across different units. Please see working titles below for specific job descriptions.

 

Mass Vaccine POD Staffing Coordinator

• Oversee and continue to refine system for staffing COVID Vaccination (COVAX) Point of Dispensing sites (PODs):

• Recruitment, placement, and follow-up of needed POD staff in partnership with HCSA/ACPHD, other county agencies through the Adopt-A- POD program, Fire's Incident Management Team (XAL), and outside volunteers vetted and   managed by EMS and ACPHD;

• Work closely with ACPHD's Health Equity Policy and Planning (HEPP) team to appropriately staff community PODs in ways that meet the unique needs of sites with same day appointments and varying language needs;

• Work closely with COVID Division office staff and other vaccine rollout team members to problem solve issues at sites, and anticipate staffing needs for new sites;

• Flag potential staffing issues in advance and problem solve solutions and/or escalate to COVAX Leadership Team;

• Manage current staffing sign-up platform and explore alternative system or more streamlined use of current system;

• Manage communication to HCSA staff about POD staffing through weekly HCSA all-staff meeting (prepare slides for Operational Update, provide talking points);

• Oversee continued implementation of Privacy Training for all staff and volunteers at PODs. Work with staff to ensure all tracking and provide regular updates to compliance team. Problem solve with compliance any issues, potential breaches;

• FEMA Tracking - work with finance, deployed staff member, and COVAX key contacts to ensure all FEMA tracking for staffing is in place at sites. Communicate to POD site managers updates/changes to their workflow to ensure all necessary information captured;

• Attend weekly COVAX meetings with various staff and partners;

• Oversee work of Personnel Unit's Administrative Specialist II and other support staff;

• Develop system/continue to refine process and protocol for addressing staffing issues at PODs; and,

• Performs other duties as assigned within the classification.

 

Program Manager/Community-Based Organizations (CBO) Coach

Provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs where such services are provided by community partners (community-based organizations “CBOs”), faith based organizations (FBOs), individuals, contract service providers, and County staff in a wide variety of service areas. Program Specialists act as County liaisons with service providers and funding source, provide capacity building support, and ensure that program regulations and procedures are followed.

The Community Program Manager/CBO Coach works in the service of communities disproportionately affected by COVID-19 and other communicable diseases, and as part of the CBO integrated partnership strategy to address this issue. The Community Program Manager/CBO Coach functions as a program implementation specialist along with ensuring programmatic contractual compliance for grantees and/or vendors.

 

Logistics and Procurement Manager

• Coordinates with multi-agencies (General Services Agency, Office of Emergency Services, Healthcare for the Homeless etc.) regarding supplies, purchasing, labor force requirements, existing county resource utilization and contracts;

• Conducts site visits and assessments for potential COVID POD (Point of Dispensing) locations and coordinates with local partners and agencies to obtain sites;

• Research and compiles lists of vendors according to the nature of product, taking into consideration capabilities, limitations, and facilities, past performance, and location of the vendor;

• Interface with central Information and Technology Department regarding technological needs for the COVID Response;

• Supervise and train COVID Supply Clerks;

• Manages supply chain for COVID Vaccination PODs; and,

• Performs other duties as assigned within the classification.

 

Test Site Coordinators 

• Coordinate with community-based organizations, vendors and City Officials to establish community-based testing sites;

• Develop project plans and protocols specific to each testing site;

• Establish contracts and MOUs with local organizations to support COVID testing sites;

• Oversee, monitor and manage implementation of testing sites;

• Able to interpret local, state and national policies for community use and application to specific sites;

• Ensure compliance with local, state and national testing guidelines and policies; analyze guideline changes and their impact on local programs, and drafts policies and guidelines to conform to local needs;

• Provide sites with up-to-date guidance on testing procedures and materials;

• Assure access to testing is equitably distributed and improves access to the most vulnerable populations in the County;

• Performs other duties as assigned within the classification.

Mobile/PODs Phase Coordinator 

• Collaborate with Community Assessment Planning and Evaluation (CAPE) to manage external organizations contact list in Alameda County (AC) Alert;

• Manage (adds/updates) current contacts and groups;

• Collaborate with Information & Guidance to disseminate notifications via AC Alert;

• Collaborate with CAPE to identify data sources and manage complex datasets;

• Develop summary report of survey results and supports other data reporting/update needs;

• Develop surveys in VEOCI and manage associated data to support phase planning/coordination needs;

• Gather information and data needed to plan and coordinate vaccination rollout;

• Collaborate with COVAX team to develop meeting agendas, facilitate meetings, take notes, and, share updates/action items with COVAX team. Provide updates to both internal and external stakeholders;

• Communicate with various vaccination groups and answer incoming inquiries. Refer to appropriate Subject Matter Expert when appropriate;

• Establish relationships and collaborates with both professional organizations and healthcare organizations;

• Communicate with both internal and external vaccination groups to identify the appropriate vaccination point of contact;

• Manage the [email protected] mailbox;

• Support efforts to define contacts and conducts research on various professional organizations to support outreach; and,

• Performs other duties as assigned within the classification.

 

Clinical Guidance Specialist

• Support in the development of Health Officer orders;

• Analyze changes in regulations and evaluates the impact on operations;

• Manage Health Alerts;

• Track and finalize clinical guidance and inquiries;

• Participate in planning process and provides support to Clinical Guidance Team and Health Officer;

• Provide administrative support for meetings and coordination with Information & Guidance; and,

• Performs other duties as assigned within the classification.

Skills/Special Request:

• Interpret, explain and apply complex regulations, policies and procedures.

• Ability to utilize computer applications including VEOCI and Adobe Pro.

• Organize and prioritize work and meet critical deadlines.

• Establish and maintain effective working relationships.

Job Requirements:

MINIMUM QUALIFICATIONS:

EDUCATION:

The equivalent to graduation from an accredited four year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, a social science or a field related to the program area to which assigned.

(Additional experience as outlined below may be substituted for the education on a year-for-year basis.) AND,

EXPERIENCE:

The equivalent to three years of full-time professional-level or supervisory work in the direct delivery of services to clients or the oversight of such services in the program area to which assigned, one year of which must have included program planning and evaluation, or in program administration, contract negotiations, grants management and similar financial services.

SUBSTITUTION:

Possession of a Master’s degree in business, public administration, social science or a related field to the program area to which assigned from an accredited college or university, may be substituted for two years of the required experience.
