In addressing the need for additional personnel in response to the COVID-19, the Alameda County Health Care Services Agency (HCSA) is recruiting to fill numerous temporary positions.

 

We are looking for passionate, innovative, health equity-minded program managers with strong analytic skills to support community partnerships and contracts. Program areas include health promotion, education, prevention, case investigation, contact tracing, and vaccination.

 

$34.73 Hourly

 

*Assignments are expected to last approximately 12 months to 18 months depending on the need of the department.

ACPHD’s COVID Mitigation & Prevention Division is recruiting to fill several Program Specialist positions across different units. Please see working titles below for specific job descriptions.

 

Program Manager/Community-Based Organizations (CBO) Coach

The Health Promotion and Community Partnerships (HPCP) Unit focuses on community-driven solutions grounded in principles of meaningful engagement. HPCP works to address social determinants of health (i.e. income, employment, housing, neighborhood conditions, education) and health inequities (i.e. unfair and unjust differences in health status across race, class, sexual orientation, gender identity) in Alameda County. In partnership with community-based       organizations and through program implementation (i.e. assessment, development, implementation, evaluation) the goals of HPCP aim to: influence policy and legislation, change organizational practices, foster coalitions and networks, educate providers, and strengthen individuals’ knowledge and skills.

The Community Based Organization Coach (CBO Coach) in the HPCP Unit works in the service of communities       disproportionately affected by COVID-19 and other communicable diseases, and as part of the CBO integrated    partnership strategy to address this issue. The CBO Coach functions as a program implementation specialist along with ensuring programmatic contractual compliance for grantees and/or vendors.

EXAMPLES OF DUTIES:

  • Provides program planning, technical assistance, review and evaluation functions to direct client service delivery programs where such services are provided by community partners (community-based organizations (CBOs), faith-based organizations (FBOs), and individuals), contract service providers and/or County staff in a wide variety of service areas.
  • Develops and modifies techniques and formats to evaluate pilot or current program effectiveness and to determine the need for program modifications and/or new program development.
  • Researches program alternatives, funding sources, service delivery organizations, and other elements for possible program inclusion; evaluates alternatives, prepares reports and makes recommendations.
  • Acts as the County liaison and provides coordination among CBOs and other service providers, County departments, State or other funding sources, and community or business organizations; interacts with various planning councils or boards; answers questions and provides training and technical assistance as required.
  • Monitors assigned program(s); ensures compliance with contract provisions and funding source regulations; recommends and facilitates implementation of procedural and operational changes to maximize service delivery and revenue reimbursement.
  • Compiles and maintains accurate records and files regarding program activities; prepares periodic and special statistical or narrative reports as required; may access multiple databases to prepare such reports.
  • Negotiates contracts with service providers; ensures that contracts are renewed in a timely manner; prepares, distributes and follows up on contract documentation.
  • Participates in departmental, Countywide and/or State planning processes; serves on a variety of committees and task forces.
  • Analyzes changes in regulations; evaluates the impact upon program operations and drafts policy and procedural changes as required.
  • Prepares a variety of correspondence, periodic and special reports, informational publications, program documentation, policies, procedures and other written materials.
  • Performs other duties as assigned within the classification.

 

TEST SITE Coordinator (Program Specialist)

The Community and Mobile Testing Unit focuses on Community Outreach and Community Education to increase testing for COVID-19 within the community.

EXAMPLES OF DUTIES:

  • Coordinates with community-based organizations (CBOs), vendors and City Officials to establish community-based testing sites.
  • Establishes contracts and MOUs with local organizations to support COVID testing sites.
  • Develops project plans and protocols specific to each testing site; oversees, monitors and manages implementation of sites.
  • Interprets local, state and national policies for community use and application to specific sites.
  • Ensures compliance with local, state and national testing guidelines and policies; analyzes guideline changes and their impact on local programs, and drafts policies and guidelines to conform to local needs.
  • Provides sites with up-to-date guidance on testing procedures and materials.
  • Assures that access to testing is equitably distributed and improves access to the most vulnerable populations in the County.
  • Represents the County by ensuring community messaging and materials developed to promote County funded test sites and vaccination efforts align with information and guidance from Health Officer Orders and provides Isolation & Quarantine guidance to all sites; coordinates with Public Information Officer to ensure quality communications.
  • Facilitates multiple stakeholder involvement in program development, ongoing quality assurance and promotion of services.
  • Organizes meeting agendas, MS Teams meetings and weekly “syncs” between partnering testing site/lab/outreach teams.
  • Builds effective working relationships and promotes understanding of guidelines, responsibilities, and community needs through clear, persuasive, and encouraging verbal communications.
  • Assesses capacity of programs and stakeholders and supports collaborative capacity unique to each program (not cookie-cutter approach).
  • Protects and promotes equity in access to testing by prioritizing test site locations in communities of greatest need with key cultural stakeholder(s) involvement.
  • Ensures compliance with Health Officer and CDC guidance through site visits and ongoing resource sharing.
  • Ensures timely and effective written communication with stakeholders and internal Departmental Operations Center (DOC).
  • Develops Memorandum of Information for Testing Sites.
  • Maintains internal calendars of site operations.
  • Documents all situations of concern and immediately routes to appropriate Testing Team leadership and DOC as directed.
  • Promotes timely submission of invoices, reports, and other requirements.
  • Perform other duties as assigned within the classification.

 

COVID-19 Laboratory Consultant (Program Specialist)

The COVID-19 Laboratory Consultant position directly supports the administration of two essential COVID-19 services: COVID-19 Variant Testing and COVID-19 In-Home Vaccination Programs. The programs were recently implemented in response to the growing need for such services. In-home vaccinations are especially valuable as we start to shift      resources from mass vaccination sites to support mobile vaccination efforts.

EXAMPLES OF DUTIES:

  • Develops and modifies techniques and strategies to ensure program effectiveness for tracking Covid-19 Complex Cases for laboratory follow-up testing as well as vaccination outreach.
  • Researches alternatives to current established protocols and procedures to ensure program inclusion and prepares reports and recommendations to identify the best strategies for highest compliance with follow-up testing and vaccination outreach.
  • Monitors both the COVID-19 Testing and COVID-19 In-Home Vaccination Programs to ensure they are compliant with local, state, and federal public health regulations as well as with funding source regulations and contract provisions.
  • Analyzes changes in regulations, evaluates the impact upon program operations, and drafts policy and procedural changes as required; creates a review process to evaluate the effectiveness of both the COVID-19 Testing and COVID-19 In-Home Vaccination Programs; develops feedback methods, conducts team debriefs and check-ins, and records results for evaluation. Evaluations will inform the improvement process and determine the need for program modifications/developments. Recommends and facilitates implementation of needed operational changes to maximize service delivery.
  • Compiles and maintains accurate records and files regarding program activities; prepares a variety of correspondence, periodic and special statistical or narrative reports, informational publications, program documentation, policies, procedures and other written materials; may access multiple databases to prepare such reports through oversight of the Complex Cases tracking sheet to identify patients for COVID-19 testing follow-up.
  • Schedules patients to coordinate swabbing at the patient’s residence, LTCF, hospitals etc. for follow-up Covid19 testing. Coordinates with the ALCO MRC Mobile Testing Team to obtain specimens for sequencing.
  • Oversees the In-Home Vaccination registration system in VEOCI to identify and schedule vaccinations for clinically approved homebound residents. Coordinates with the outreach team and mobile strike teams and strategically assigns appointments.
  • Acts as both the Alameda County Public Health Laboratory Liaison and Alameda County In-Home Vaccination Program Liaison with multiple stakeholders and provides coordination among County departments, State and Federal agencies, Operational  Area responders, health care provider partners, and other service providers. Answers inquiries and provides training and technical assistance as required.
  • Participates in departmental, countywide, and state planning committees regarding COVID-19 Testing and COVID 19 In-Home Vaccination Programs; serves on a variety of committees and task forces.
  • Perform other duties as assigned within the classification.

 

Job Requirements:

MINIMUM QUALIFICATIONS:

EDUCATION:

The equivalent to graduation from an accredited four year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, a social science or a field related to the program area to which assigned.

(Additional experience as outlined below may be substituted for the education on a year-for-year basis.) AND,

EXPERIENCE:

The equivalent to three years of full-time professional-level or supervisory work in the direct delivery of services to clients or the oversight of such services in the program area to which assigned, one year of which must have included program planning and evaluation, or in program administration, contract negotiations, grants management and similar financial services.

SUBSTITUTION:

Possession of a Master’s degree in business, public administration, social science or a related field to the program area to which assigned from an accredited college or university, may be substituted for two years of the required experience.
