The DEPARTMENT

 

Alameda County Public Health Department has an array of programs and services designed to protect the health and safety of County residents.

 

The backbone of Public Health includes assessments of the health status of residents, disease prevention and control, community mobilization and outreach, policy development, education, and assurance of access to quality health care services. The PROGRAM

The Acute Communicable Disease (ACD) Section is a program within the Alameda County Public Health Department’s Division of Communicable Disease Control and Prevention. ACD is responsible for surveillance and investigation of all reportable diseases and conditions under Title 17 of the California Health and Safety Code as well as locally reportable conditions, except TB, HIV and STD, which are investigated by designated programs. ACD consists of a multidisciplinary team of clinician and non-clinician Public Health Staff, and serve individuals, families, as well as coordinate disease prevention and response activities with schools, community based organizations and healthcare providers within the health jurisdiction of Alameda County.

 

The POSITION

Under administrative and clinical direction, provides professional medical consultation in the specialized  area of acute communicable disease control; provides technical assistance in program development and medical consultation; assists in policy and protocol development, quality assurance and implementation of program standards and performs related duties as required.

Distinguishing Features

This class is located within the Division of Communicable Disease Control and Prevention (DCDCP) of the Alameda County Public Health Department and may report to a Medical Director or Physician IV for clinical direction and to a Section Director/Nurse Manager for programmatic/administrative Supervision. The incumbents provide specialized medical services and consultation to health care providers, HCSA staff, patients/clients, families and/or groups. The Physician III is distinguished from the Physician II class in that the latter provides general medical services. The Physician III class is further distinguished from the next higher class of Physician IV in that the latter class supervises a multidisciplinary team including professional, para-professional, and/or support staff.

EXAMPLE OF DUTIES Note: The following statements reflect the general duties considered necessary in order to describe the principal functions of the job as identified and shall not be considered as a detailed description of all the work requirements that may be inherent in the job.

  • Provides specialized medical consultation regarding acute communicable disease clinical manifestations, diagnostic approaches, and therapeutics to multidisciplinary ACD staff, health care providers, and/or the community; provides consultation on case, contact, and outbreak investigation and management for acute communicable diseases;
  • Provides medical input and consultation to research, develop, and implement strategies for CD surveillance and control;
  • Develops and conducts trainings on medical issues affecting target populations and general CD response activities;
  • Conducts public health research or studies relating to communicable disease of epidemiologic significance to Alameda County, identifies and procures resources, coordinates and participates in implementation of research, disseminates findings in presentations and publications;
  • Provides project oversight and guidance for program epidemiologist; provides medical epidemiologist  input into communicable disease epidemiology activities, analyses and priorities;
  • Represents ACD on state or national communicable disease committees and may serve as a communicable disease controller or designee of the Health Officer for Alameda County;
  • Serves as a liaison to intra/interagency partners regarding communicable disease response;
  • Provides mentoring to physicians and Epidemiologist trainees;
  • Collaborates with healthcare providers and systems to improve the referral and access to clinical care, evaluation and management of individuals who have or are exposed to a communicable disease;
  • Serves in Public Health Emergency Response roles as needed; provides medical consultation regarding infectious disease and other public health emergency response, including clinical manifestations, diagnostic approaches, and therapeutics to multidisciplinary public health staff, health care providers, and/or the community;
  • Prepares a variety of relevant correspondence, case summaries, narrative and statistical reports, program documentation, policies, procedures, and other written materials; and,
  • Assists with MOU development as needed with HCSA, public health agencies, academic, and community partners.

 

PHYSICIAN III MINIMUM QUALIFICATIONS

LICENSE:  Possession of a license to practice medicine in the State of California.

COMMUNICABLE DISEASE SPECIALTY REQUIREMENT

Two years of experience in advising, consulting, and training staff on the various types of communicable diseases in a public health setting.
